Chilmark Board of Health Minutes
May 21, 2008

Attendees:   Michael Renahan, Jan Buhrman, Katie Carroll, Sylvia Yeomans, Reid Silva, Doug Cooper, Chris Alley, Don Eber

The Board approved the minutes from May 2, 2008.

Jonathan Schiller (19-71) – The Board approved this well permit application.

Gertrude & Roland Shea (8-46) – This disposal works hearing requires the following variances;  1) A reduction in separation  between leaching area to wetland from 150 feet to 104 feet,  2) A reduction in separation  between leaching area to property line from 30 feet to 10 feet,  3) A reduction in separation between leaching area to well from 150 feet to 101 feet.  A hearing is scheduled for this application on
June 18, 2008 at 5:30.

Tim & Elisif Quinson (26-133 & 134) – This disposal works design requires the following variances;  1) A reduction in separation between leaching area and property line from 30 feet to 10 feet,  2)  A reduction in separation between leaching area and wetlands from 150 feet to 87 feet.  After careful examination Mike made a motion to approve, Katie second and it was approved unanimously.  The septic construction permit will be held until the well completion report is received.

Mosquito Monitoring Program – T.J. Hagarty presented a proposed monitoring program from the County that is supported by the state.  It is the understanding of the Board that this is a program that the Selectmen want to participate in.  The state will provide four Gravid traps and shipping materials. Each island town is expected to contribute $633.34.   There will be a total of ten collections over a period to include July, August and September.  The monitoring is for EEE and West Nile Virus.  The Board would like to participate in this program but we need to know where the financing will come from.   The Board has asked Sylvia to contact the Selectmen’s’ office to find out how to proceed.   The Board has requested that the week of June 8 to 14 be “Mosquito Awareness Week”.  Jan Buhrman will look into getting posters.

High Meadow Realty Trust (7-21.34) – It has come to the attention of the Board that there is a discrepancy in the assessors’ numbers for this sub-division.  This disposal works application will be held until this has been resolved.  

June Tabor (20-95) – The Board has asked that a bedroom count be done prior to reviewing this disposal works application.  The engineer did not show up for the meeting and the Board would like to know why Ms. Tabor is requesting a new septic system.

Douglas Rothman (4-23.2) – The Board approved this disposal works application for an eight (8) bedroom residential septic system.

Ed Sussman (27.1-205) – It came to the attention of the Board of Health that the installer did not install this system according to the plan.  The original application for this site proposed the use of a sewerage ejector pump but the installer put in an additional septic tank.  At the time of installation the engineer determined that a 1,500 gallon septic tank and gravity line could be used instead of the ejector pump.  The engineer has submitted an “as-built” drawing showing the change.  The Board has instructed Sylvia to write a letter to the installer (Watercourse Construction) and copy the contractor (Otis Burt), informing him that this is not to occur again or he will not be allowed to install septic systems in Chilmark.

Carol Wiechert (4-13) – The Board acknowledged that this sewage disposal system inspection passed.

T.P. Excavation & Septic Service – This septic system installers permit was renewed.

Joy Flanders (19-9) – This Tent Permit was approved.

Kent Healy has been approved by NEIWPCC to give a five hour continuing education class on the design and site evaluation for on-site waste water treatment systems as part of the requirement to maintain approval as a Septic Inspector or Soil Evaluator.

Martha’s Vineyard Refuse District (MVRD) Representative – The Board received a memo from Alex Preston expressing his interest in continuing to represent the town of Chilmark as a representative  at the MVRD.
